Secret records. When the federal government investigated anarchists in the Pacific Northwest in 2012, and people were imprisoned for not testifying before a federal grand jury, the alternative newspaper The Stranger sought records that the federal courts had sealed. Neil represented the newspaper and ultimately won a ruling from the Ninth Circuit of Appeals that the district court had improperly closed public records.
